regarding the competition for the selection of candidates for the position of
Director General of the Deposit Guarantee Fund in the banking system.

In accordance with art. 18 paragraph (5) of Law no. 160 of 22.06.2023 regarding the guarantee of deposits in banks, the Board of Directors of the Deposit Guarantee Fund in the Banking System announces the competition for the selection of candidates for the position of General Manager of the Deposit Guarantee Fund in the Banking System (FGDSB).

The candidate must cumulatively meet the following requirements:

• a) holds the citizenship and is a resident of the Republic of Moldova;
• b) has a good reputation. It is considered that the person who has a criminal history, including extinguished ones, does not have a good reputation, the person who has been deprived of the right to hold certain positions or exercise certain activities, as a main or complementary punishment, by a final court decision and/or the person in respect of whom the violation of the legal regime of conflicts of interests, incompatibilities, restrictions and limitations was found, through a definitive act;
• c) has a working experience of at least 7 years in the economic, financial, banking or legal field;
• d) was not, during the last 10 years before being proposed for the position, a member of the management body or the effective beneficiary of more than 1% of the share capital of a bank subsequently subject to liquidation or any resolution actions, provisional administration, bankruptcy or other insolvency proceedings.

• The restriction provided for in letter d) above, does not apply if that person:
• • was appointed to a position in the bank by the National Bank as a provisional administrator or to implement any other measure aimed at solving the institution's problems; or
• • was considered by the National Bank as not being responsible for the events that led to liquidation, the imposition of resolution actions, provisional administration, bankruptcy or another insolvency procedure.

 

Other criteria for evaluating files and candidates:

• a) the level of knowledge of the Romanian language, of the English language;
• b) holding studies in the economic or legal field (bachelor's degree, master's degree, doctorate);
• c) previous holding of the position of manager (at least 5 years);
• d) participation in various professional development courses (financial-banking, legal, management);
• e) having experience in managing informational projects and/or implementing various projects;
• f) failure to meet the age required to obtain the right to an old-age pension.

 

Candidates for the position of Director General of the Deposit Guarantee Fund in the banking system must submit the following documents:

• 1. the letter of motivation and the vision regarding the role of the FGDSB and the candidate's potential contribution to the development of the FGDSB;
• 2. curriculum vitae (CV);
• 3. copy of the identity card;
• 4. copy of the diploma(s) of studies and the certificates of completion;
• 5. professional references (at least two);
• 6. criminal record;
• 7. as the case may be, the certificate certifying knowledge of the English language.

The transparent and fair selection of the most suitable candidate to be appointed to the position of Director General of the FGDSB will be carried out in accordance with The procedure for organizing and conducting the competition for the selection of the General Director of the Deposit Guarantee Fund in the banking system.
